The purpose or thinking of the time was to support disabled people and their families/whanau to pursue meaningful lives and to recognise that the NASC process would have a far-reaching impact on their ability to do that. Both Lorna and Jan were working within provider organisations at the time, CCS Bay of Plenty, and Community Living Trust. A nominal capital was raised, together with the donation of personal resources, including two foundation Board Members, Kaye Taylor and Peter McRae. During this time, the Access Ability Board was very much a working Board, with the ongoing development of the company and the preparation of proposals being undertaken by Jan and Lorna, together with financial and accounting input from Kaye. Community Living Trust also allowed Access Ability to contract a portion of Jan’s time to act as Managing Director during these formative years.

The Regional Intellectual Disability Care Agency (RIDCA) is a service contracted to Access Ability by the Ministry of Health. Under the RIDCA contract, Access Ability provide individualised and specialised responses to people with an intellectual disability aged 17-65 who have high and complex needs, including people under compulsory care orders. These responses include a comprehensive assessment of need, care coordination, intensive service coordination, links to supported accommodation services and secure services, and a 24 hour telephone response.
There are 2 ways to access the RIDCA service. Firstly, referrals are received directly from Youth and District courts in the Auckland and Northland regions. Secondly, referrals are received from the Needs Assessment and Service Coordination Agencies (NASCs) in the Auckland and Northland regions. These organisations are the Taikura Trust in Papatoetoe, Auckland and North Able in Whangarei. Once a referral is received, eligibility to the RIDCA service will be determined.

Housing New Zealand is also the principal advisor to the Government on housing.
For people with physical disabilities who require modified housing Housing New Zealand has an advisory service called 'Suitable Homes'. To access this service the person needs to live in New Zealand, have a long term disability and require structural modifications to the home. The person does not need to be a Housing New Zealand tenant - it can be their own home or a rented home. The service also helps people with physical disabilities find homes that suit their needs. If modifications are required or the person needs to move to a new home an occupational therapist will assess the persons needs in relation to housing. If the person is eligible for funding through MOH or ACC the occupational therapist will make an application for housing modifications. The occupational therapist will also provide information on other sources of funding if the person is unable to afford the cost of modifications.

Life Unlimited Hearing Therapy Services is a national service funded by the Ministry of Health. It is a free service that can be accessed by people aged 16 years and over concerned about their hearing. A referral is not required. Hearing therapists provide information and practical advice about hearing loss, its impact and prevention. They can discuss a person's hearing difficulties with them and provide information about hearing aids and other equipment such as phones and TV devices to assist with daily living. They can also teach ways to improve communication skills and assist people to use their hearing and/or hearing aid(s) effectively. Te Roopu Waiora Trust, established by Maori with disabilities, works with Whanau and their communities to:

Workbridge provides a professional employment placement service for people with all types of disabilities and injuries - no matter what the disability or skill level.
